Jeanne Hengemuhle
NJSP Acting Superintendent
Jeanne Hengemuhle was appointed Acting Superintendent and State Director of Emergency Management on February 26, 2026. She is a visionary law enforcement executive with more than 26 years of distinguished service in the New Jersey State Police, culminating in her tenure as Lieutenant Colonel of the Administration Branch.
Acting Superintendent Hengemuhle served as the Commandant of the NJ State Police Academy in Sea Girt from 2015 to 2018. In this prestigious role, she developed and strengthened our recruit and trooper Training programs with the Attorney General’s office and Office of Law Enforcement Professional Standards, while gaining Police Training Commission Certification for the NJ State Police Academy.
Acting Superintendent Hengemuhle has provided expert testimony before the U.S. House of Representatives Committee on Homeland Security and the New Jersey Legislature’s Committee on Law and Public Safety. She is widely recognized as a trusted and expert voice on training, recruitment, and organizational readiness.
Acting Superintendent Hengemuhle holds a Master of Education and a Bachelor of Science from Trenton State College. A graduate of the prestigious FBI National Academy (Session 254), She is an active member of the International Association of Chiefs of Police (IACP), the FBI National Academy Associates (FBINAA), and the Association of Threat Assessment Professionals (ATAP).
Christopher Trucillo
Senior Vice President, Chief of Police & Office of Emergency Management, NJ Transit Police Department
Christopher Trucillo is the Senior Vice President, Chief of Police & Office of Emergency Management for NJ TRANSIT. NJ TRANSIT is the third largest transportation agency in the nation. The NJ TRANSIT Police Department is also the only statewide transit police force in the nation. Chief Trucillo was selected for the position of Chief of Police at NJ TRANSIT after a nationwide search by the International Association of Chiefs of Police and was sworn in on July 26, 2010.
Chief Trucillo is responsible for the overall direction and oversight of all police operations and coordinating
emergency management activities within all departments and business lines within NJ TRANSIT. Since joining NJ TRANSIT, the Chief has led the emergency response and planning for NJ TRANSIT for a number of major events to include, Super Storm Sandy, Super Bowl XLVIII, the Papal Visit of Pope Francis, the COVID-19 Pandemic, the 2025 FIFA Club Cup and most recently the 2026 FIFA World Cup. Chief Trucillo is the Chairman of the TSA Transit Policing and Security Peer Advisory Group. Chief Trucillo is also a member of the APTA Security Affairs and Security Standards Policy and Planning Committee.
Chief Trucillo’s law enforcement career encompasses over 40 years of experience. Prior to joining NJ TRANSIT, Chief Trucillo served over 23 years with the Port Authority Police Department of NY/NJ. During his tenure with the Port Authority, Chief Trucillo served as the Commanding Officer of the Internal Affairs Bureau, Special Investigations, Port Authority Bus Terminal and Newark Liberty International Airport. During his PAPD career, the Chief worked in all business areas of the Port Authority, to include Aviation, Commuter Rail, Ports and Surface Transportation facilities. Chief Trucillo also served as the Chief of Department for the Port Authority Police Department during a difficult time in its history in the aftermath of 9/11. Prior to joining NJ TRANSIT, Chief Trucillo also served as the Director of Public Safety for John Jay College in New York City.
Chief Trucillo has an undergraduate degree in Economics from Rutgers University and holds a master’s degree in criminal justice from Rutgers University School of Criminal Justice. Chief Trucillo is a graduate of the FBI National Academy 201st Session and the FBI National Executive Institute 29th Session. Chief Trucillo has also completed the Eno Center for Transportation Transit Senior Executive Program in Washington, DC.
